After digging around, here’s the breakdown:

OA = Original Equipment Manufacturer (OEM) Activation Microsoft uses “OA” internally to label preinstalled OEM licenses that are activated using a BIOS/ firmware embedded key (SLIC – Software Licensing Description Table). It’s not a retail key.

I keep seeing “HP Windows 7 Pro OA” listed on old HP desktops/laptops and wondered what the “OA” really means. Is it just a standard license, or something different?
